Second Hydrogen Workshop: Balance of Hydrogen Production and Consumption in the Slovak Republic

The Ministry of Economy (MH) of the Slovak Republic, in cooperation with the National Hydrogen Association of Slovakia (NVAS), organized on Wednesday, 25 June 2025, the second joint hydrogen workshop on topics related to forthcoming legislation at both the national and European levels, the transposition of RED III, and the preparation of the Strategic Document on the Hydrogen Ecosystem of Slovakia. The workshop launched the process of defining opportunities for the development of the hydrogen ecosystem for relevant sectors of the Slovak economy based on the “quadruple helix” principle, as well as the impact of the ecosystem on society and the future of Slovakia.

“Both in Slovakia and at the European level, activities have taken place that contributed to the development of the hydrogen ecosystem. At the same time, however, it has also become clear that individual member states face certain limits in achieving the goals set under RED III. According to the latest information, several states are examining how to meet the targets and whether they are realistically achievable. Slovakia is no exception, and the actual level of hydrogen consumption in industry, our geographical conditions, inconsistencies among individual support policies, and the slower implementation of hydrogen technologies all show us that the target of 42% renewable hydrogen is very difficult to meet,” stated Szabolcs Hodosy, State Secretary of the Ministry of Economy of the Slovak Republic, in his address.

Participants at the event also learned the latest updates from Brussels—an amended proposal of the Delegated Regulation for the production of low-carbon fuels, including hydrogen, and what this means for Slovakia, as well as the status of the initiative to ease conditions for RFNBO. The workshop also presented the preparation of the Strategic Document for the development of the hydrogen ecosystem in Slovakia. This document serves as a verification document for the 7th payment within the Recovery and Resilience Plan of the Slovak Republic. Its goal will also be to make the RED III targets more realistic in the Slovak context, and to provide forecasts and scenarios for the development of the hydrogen ecosystem up to 2030 and 2050.

As part of the workshop, a moderated “quadruple helix” discussion also took place, during which participants from the public sector and the business sector jointly explored ways to develop the hydrogen ecosystem in Slovakia.

This event contributed to fulfilling the objectives of the Hydrogen Action Plan and provided space for discussion on the current state of the hydrogen ecosystem, opportunities for developing hydrogen infrastructure, forecasts of ecosystem development, and the application of hydrogen technologies in Slovakia.
