The Government of the Slovak Republic has approved an intergovernmental agreement on cooperation in the field of nuclear energy

On Wednesday, September 10, 2025, the Government of the Slovak Republic approved an intergovernmental agreement on cooperation between the governments of the Slovak Republic and the United States of America. The approved intergovernmental agreement creates a legal and institutional framework for cooperation between the two governments in the field of civil nuclear energy and its responsible use. It is of fundamental importance for the construction of a new nuclear facility in Jaslovské Bohunice. For Slovakia, it represents access to new technological solutions with the highest safety and environmental standards and cooperation on further development projects. The agreement will contribute to strengthening the country’s energy security and to the diversification and stability of energy supplies in line with European Union policies and the rules of the Euratom Treaty.  Slovakia will thus become one of the leaders in the use of civil nuclear energy within the European Union and NATO – not only in energy production, nuclear waste management and recycling, but also in applied science, research and the use of nuclear technologies in other fields, including medicine. 

The approved intergovernmental agreement on cooperation in the field of nuclear energy is a framework agreement and mainly covers cooperation in connection with the civil nuclear power plants program in Slovakia. It creates opportunities for both countries to cooperate in the field of new modern technologies, research, exchange of experience, training of experts, and involvement of Slovak industry. It enables exchange programs between universities and other educational institutions and supports research and development cooperation. The Ministry of Economy of the Slovak Republic (MoE SR) emphasizes that the Slovak Republic will continue to retain full sovereignty in the selection of partners, technology, financing methods, and final project solutions. 

The agreement is the first step in this direction, with Slovakia remaining open to any technologically advanced and trustworthy partner capable of contributing to the development of nuclear energy in line with European legislation and needs. In the future, the Government of the Slovak Republic does not rule out the conclusion of framework intergovernmental agreements with other countries. 

The European Commission has not identified any circumstances preventing the conclusion of the agreement, and the time and place of signing are currently being discussed with the US administration. Due to the sensitive nature of the intergovernmental agreement, and in order to maintain security, protect the interests of the Slovak Republic, and guarantee a smooth procedural process leading to its proper conclusion, it will be published after it enters into force, in accordance with Act. No. 215/2024 Coll. on the Protection of Classified Information, about which the MoE SR will provide proper and timely information.
